The UK has among the worst reoffending rates in Europe, with 45% of prisoners re-convicted within a year of leaving prison at a cost of around £18 million per year to the taxpayer. Our justice system allowed a man to escape prison by pretending to be his twin brother, let one offender live in luxury hotels while masquerading as the Duke of Marlborough and sent a man back to prison for not attending a party.
